I am an attorney and law professor specializing in telecommunications and technology law, and have over 25 years experience in the telecommunications and technologies industries in legal, operational, finance and technology roles, with extensive experience in domestic and international transactional and regulatory issues. This unique combination of business and legal expertise enables me to provide a depth of operational, transactional and regulatory advice simply unavailable from traditional law firms and consultantcies.
My clients are primarily facilities-based international telecommunications carriers, submarine cable operators, technology-focused investment funds, and technology companies whose interests I represent in North America, Europe, Asia and the Caribbean. In addition to my practice, I have been a member of the adjunct faculty of the Hofstra University School of Law since 2001, where I teach telecommunications law, policy and economics. An expert in the universal service system, I served for three years as a board member, treasurer and secretary of the New York State Targeted Accessibility Fund which administers and funds New York’s universal service programs.
Prior to establishing my practice, I helped found Empire One Telecommunications and served as its chair, chief executive and general counsel from 1996 until its sale in March 2000. Prior to founding Empire One I was associate director of the Columbia Institute for Tele-Information at Columbia University's Graduate School of Business and remain a Senior Affiliated Researcher with the Institute. I began my career with Century Communications Corp., an operator of over 50 cable television systems throughout the US where I started as a laborer and rose to become a systems analyst prior to attending law school. I am a founding member of, and serve on, the Telecommunications Law Committee of the Association of the Bar of the City of New York, and am a member of the Federal Communications Bar Association; I am a member of the New York State Bar and admitted to practice in the Federal District Court for the Southern District of New York. I received my B.A. in political science from the State University of New York at Albany, and my J.D. from the Cardozo School of Law at Yeshiva University.
